so here are some thoughts from personal experience about playing as a miner...
1. I think this type of play is more settle vs a fleeter so a player dont have to be as aggressive in spending time online. and worry about crashing someone or being crashed.
2. From the very beginning i realized that this is the style of play i will benefit most and as such i decided to organize my planet as follows:
a) 2x economic zones for harvest (3-4 planets in G1 with one moon; 3-4 planets in G3 with a moon) the reason for this type of dispersion is to facilitate appropriate amount of time it takes to travel from g1 to g3 which is ideal for my online habits.
b) 1x planet in G2 and one in G9 plus Moons - those are for FS
3. all planets are constantly and evenly upgraded with mines to produce an equal amount of res which is needed for future prediction of res.
4. additionally each planet (at least each economic zone) is capable l to build all types of ships. this allows for me in case of war not be limited to a single planet to build ships as it may be put under lock down and crashed every time i would build ships. Plus i could could build much quicker a fleet by dispersing the work load evenly. and then using moons to consolidate it for combat.
the break down of my planet as follows:
mines (almost correct):

Facilities:
Rob Factory -10
Shipyard - 12
Research lab - 12 (on selective planets, some don't have any)
Alliance Depot - 3
Missile Silo - 7
Nanite Factory - 3 - 5
Terraformer as needed per planet
Defenses (serve mainly as deterrent against lower ranked fleeters; but they are not high enough to profit from should a fleeter try to crack them):
RL - 5k
LL - 5k
HL - 1k
IC - 1k
GC - 1k
PT - 100-200
Both shields
ABM - 40
IPM - 15
